Honorable David Conachen
Presiding Judge
City Court of Zachary Judge David Conachen, who commenced his term on January 1, 2023, is the third Judge in the city's history. His commitment to the community, along with his wife Jodi and their three children, Alexis, Kellen, and Connor, has been unwavering for over ten years, making them an integral part of our city.
Judge Conachen's educational journey is a testament to his dedication and perseverance. Hailing from Baker, Louisiana, he graduated from Baker High School in 1991. He then pursued his higher education at Louisiana State University (LSU), where he earned his undergraduate degree and master's degree in business administration (MBA). His academic pursuits did not end there. While studying for his MBA, he ventured into real estate, becoming a licensed real estate agent and certified real estate appraiser. After a decade in the real estate industry, he returned to LSU to study law, earning his Juris Doctorate and Graduate Diploma in Civil Law in 2009.
Since 2010, he has been practicing law at The Law Offices of Ossie Brown. He was appointed Zachary City Prosecutor in January 2021. He continued in that position until he was elected City Court of Zachary Judge in December 2022.
Quawanda Jackson
Director/Clerk of Court
Quawanda Jackson serves as the Director/Clerk of Court. As Director, she oversees all departments and activities of the City Court of Zachary. With her knowledge acquired from the Department of Corrections, she has been an asset to the City of Zachary.
Allen Hayes
Probation Officer
A native of Zachary, Louisiana, Allen Hayes, aka Mr. Mickey, graduated from Northwestern High School in 1969. Mr. Hayes attends The Greater New Hope Baptist Church, where he serves as Chairman of the Board of Deacons. He is retired from the City of Zachary but serves as the Probation Officer for the City Court Zachary.
DARRYL LAWRENCE
Court Marshal | Chief of Police
As Chief of Police, Chief Lawrence is appointed as the City Court of Zachary Court Marshal. The Marshal is the executive officer of the court; he shall execute the orders and mandates of the court, make arrests, and preserve the peace.
Born and raised in our community, Chief Lawrence has committed 36 years of his life to serving and protecting the people of our city. From his humble beginnings as a volunteer officer to ascending to become Assistant Police Chief, Chief Lawrence has demonstrated exceptional leadership, integrity, and a deep-rooted commitment to our city. His historic election as Zachary's first African American Police Chief in December of 2022 and taking the Oath of Office on January 9, 2023, is a milestone for him and our community.
